so if i transfer my profile via memory stick to vicki's console and re download some of the songs i purchased in the past for RB2 would vicki then be able to play the songs on her console with her profile and would i still be able to play the songs on my console as long as i was signed into xbox live? also would this premise still work on arcade games on my console that i downloaded a while ago or would i only be able to do this with newly purchased games?

Yes, as long as you perform the License Transfer Tool on Vicki's console before downloading the songs.

Yes.  The License Transfer Tool works with ALL XBL Marketplace purchases, except Avatar items for some reason.
