I don't get it what do passes do?

I think it's basically a way for the developer to bundle up certain DLC into a package (often times before that DLC is even released) - at a cheaper price than individual purchases. Basically locking you into getting DLC that may not exist at the time the Pass is released.

Pre-ordered DLC packages is my best guess as to how to explain it.  Could be totally off base, but that's been my interpretation.
