Seth Killian has explained why it wouldn't make sense for Capcom to port some of its back catalogue to Xbox Live Arcade.
He cites Capcom vs SNK 2 as an example, although there have been many requests over the years (Darkstalkers and 3rd Strike being other frequent requests).

"Having been a part of both of these from the inside, the amount of work that goes into the games, even when they are just ports+online (like MVC2) would likely shock you," Killian explains. "It takes a lot of time and effort, all of which costs money."

He also cites return on investment. Killian doesn't think a CvS2 port would appeal outside the existing userbase but also points out that Capcom don't want to flood the market with fighters, as he believes games-buyers only want one or two per year. And given Capcom need the sales to cover the resources in making the ports... well, there's your answer as to why certain fighting games don't make the XBLA leap.

So the absence of Capcom's fighters has been suitably explained. Now who do we talk to about getting Primal Rage on XBLA?

Failed

I'd have bought Capcom vs SNK2 (the greatest 2d fighter i've played), but i won't be buying Marvel Vs Capcom 2.

As an authentic fan of 2D Fighters, I have to agree with Killian (my favorite beer BTW).

The early-mid 90's was saturated with copies of copies of copies, to the point it nearly ruined the 2D genre (much like FPS games today).  Absence makes the heart grow fonder and all that jazz.
